Sorry I am commenting outside Twiki. This looks like a good first cut. I assume that the issues identified relate to actual coastal problems faced in the Southern cone.
Concerning the section on solutions, it would be good to consider whether all of these are well placed in this theme/course, or elsewhere. You could easily build the whole program on the solutions. So the trick will be to provide an overview of these and point students in the dir [...]
